The Hawkeye Area Community Action Program (HACAP) administers the Head Start program in Linn, Johnson, Benton, Jones, Iowa and Washington counties. HACAP’s Head Start teachers, teacher assistants, teacher associates, and housekeepers are all united in SEIU Local 199.

The Head Start workers formed a union in 1998 when they got frustrated with not being included in management decisions affecting their lives. Our HACAP members continue to fight for improvements that benefit our whole community. SEIU members realize that our children are our future.

UNION REPRESENTATIVE: We are working in partnership with UFCW Local 431 to strengthen union representation for our HACAP members. UFCW represents other child and family development workers in Iowa and will be making organizer Danielle Johnson available to all HACAP members.
